Proposed Constitutional Amendments to Appear on Local Ballots Only November 5, 2002 General Election

Relating to Baldwin County, proposing an amendment to the Constitution of Alabama of 1901, to phase out the supernumerary system for certain elected public officials and allow them to participate in the Employees' Retirement System. (Proposed by Act No. 2001-417)

Relating to Baldwin County, proposing an amendment to the Constitution of Alabama of 1901, to grant certain limited home rule powers, not to include the power to tax or raise revenue or to enable pari-mutuel betting or any pari-mutuel betting facility, gaming or gaming devices, or any gambling, to the Baldwin County Commission. (Proposed by Act No. 2002-400)

Relating to Baldwin County, proposing an amendment to the Constitution of Alabama of 1901, to provide that the employees of the Office of Sheriff of Baldwin County, except for the chief deputy, chief corrections officer, chief civil deputy, financial officer, and personnel officer, shall be under the authority of the Baldwin County Sheriff's Personnel Board. Relating to Blount County, proposing an amendment to the Constitution of Alabama of 1901, to phase-out the supernumerary system for certain elected public officials and allow them to participate in the Employees' Retirement System. (Proposed by Act No. 2002-282)

Relating to Butler County, proposing an amendment to the Constitution of Alabama of 1901, to authorize Butler County and any municipality therein to perform certain actions for the purpose of economic and industrial development. (Proposed by Acts No. 2002-143 and 2002-397)

Relating to Calhoun County, proposing an amendment to the Constitution of Alabama of 1901, to propose an amendment to Amendment No. 291 to the Constitution of Alabama of 1901, providing for a special ad valorem tax for schools in Calhoun County, to remove the limitation on the duration of the tax, including any existing tax levied and approved pursuant to Amendment No. 291. (Proposed by Act No. 2001-351)

Relating to Chambers County, proposing an amendment to the Constitution of Alabama of 1901, to extend for another 10 years from October 1, 2003, through September 30, 2013, the levy and collection of the special two mill county ad valorem tax authorized by Amendment 554 of the Constitution of Alabama of 1901, for public library purposes in Chambers County as provided in Amendment 554. (Proposed by Act No. 2001-986)

Relating to Chilton County, proposing an amendment to the Constitution of Alabama of 1901, authorizing the creation of a merit system for county law enforcement officers, radio operators, jailers, and law enforcement support personnel who work for the sheriff, except for the chief deputy. (Proposed by Act No. 2002-76)

Relating to Coffee County, proposing an amendment to the Constitution of Alabama of 1901, to authorize Coffee County and any city or municipality located within the county to individually or jointly perform certain actions for the purpose of economic and industrial development. (Proposed by Act No. 2002-79)

Relating to Coosa County, proposing an amendment to the Constitution of Alabama of 1901, to allow the governing body of Coosa County to levy and collect certain fees on residences and businesses to be used for fire protection and emergency medical services. (Proposed by Act No. 2002-144)

Relating to Covington County, proposing an amendment to the Constitution of Alabama of 1901, to authorize Covington County and any municipality located therein having a population of over 1,500 people to perform certain actions for the purpose of economic and industrial development. (Proposed by Act No. 2001-447)

Relating to Crenshaw County, proposing an amendment to the Constitution of Alabama of 1901, to allow an assessment of an additional fee not to exceed thirty-five dollars ($35) on civil and criminal cases in the county to be levied by the county commission with the proceeds to be used for the planning, designing, constructing, operating, furnishing, equipping, and financing of a county jail. (Proposed by Act No. 2002-277)

Relating to Crenshaw County, proposing an amendment to the Constitution of Alabama of 1901, to phase out the supernumerary system for certain elected public officials and allow them to participate in the Employees' Retirement System. (Proposed by Act No. 2002-278)

Relating to DeKalb County, proposing an amendment to the Constitution of Alabama of 1901, proposing an amendment to Amendment 637 of the Constitution of Alabama of 1901, to revise the allocation of the proceeds from the ad valorem tax levied for fire protection purposes in DeKalb County under Amendment 637. (Proposed by Act No. 2002-273)

Relating to Fayette County, proposing an amendment to the Constitution of Alabama of 1901, to require the county commission to levy an additional ad valorem tax for fire protection and rescue squads in Fayette County. (Proposed by Act No. 2001-777)

Relating to Fayette County, proposing an amendment to the Constitution of Alabama of 1901, to authorize the Legislature to fix, alter, and regulate court costs in the county. (Proposed by Act No. 2002-188)

Relating to economic and industrial development in Henry County, proposing an amendment to the Constitution of Alabama of 1901, to authorize the Henry County Economic Development Authority, the Henry County Commission, and any municipality located within Henry County to perform certain actions for the purpose of economic and industrial development. (Proposed by Act No. 2001-776)

Relating to Jackson County, proposing an amendment to the Constitution of Alabama of 1901, to phase out the supernumerary system for certain elected public officials and allow them to participate in the Employees' Retirement System. (Proposed by Act No. 2002-255)

Relating to Lawrence County, proposing an amendment to the Constitution of Alabama of 1901, to include the sheriff in the phase-out of the supernumerary system for certain elected public officials and allow them to participate in the Employees' Retirement System. (Proposed by Act No. 2002-281)

Relating to the Town of White Hall located in Lowndes County, proposing an amendment to the Constitution of Alabama of 1901, authorizing the operation of bingo games by nonprofit organizations for charitable, educational, and other lawful purposes. (Proposed by Act No. 2002-346)

Relating to Marengo County, proposing an amendment to the Constitution of Alabama of 1901, to phase out the supernumerary system for certain elected public officials and allow them to participate in the Employees' Retirement System. (Proposed by Act No. 2001-311)

Relating to Morgan County, proposing an amendment to the Constitution of Alabama of 1901, to include the sheriff in the phase-out of the supernumerary system for certain elected public officials and allow them to participate in the Employees' Retirement System. (Proposed by Act No. 2002-345)

Relating to Perry County, proposing an amendment to the Constitution of Alabama of 1901, to authorize the Legislature to fix, alter, and regulate court costs in the county. (Proposed by Act No. 2002-396)

Relating to Russell County, proposing an amendment to Amendment No. 507 of the Constitution of Alabama of 1901, which authorizes the County Commission of Russell County to assess an additional fee on civil and criminal cases and an additional fee for service of process, to delete the provision for the termination of the fees and further provide for the use of the proceeds for the planning, constructing, equipping, maintaining, and operating of the county jail. Relating to Russell County, proposing an amendment to the Constitution of Alabama of 1901, to authorize Russell County and any municipality therein to perform certain actions for the purpose of economic and industrial development. (Proposed by Acts No. 2002-395 and 2002-398)

Relating to Talladega County, proposing an amendment to the Constitution of Alabama of 1901, to provide for the City of Talladega in Talladega County to operate under the council-manager form of government. (Proposed by Act No. 2002-276)

Relating to Tallapoosa County, proposing an amendment to the Constitution of Alabama of 1901, to authorize Tallapoosa County and any municipality therein to perform certain actions for the purpose of economic and industrial development. (Proposed by Act No. 2002-275)

Relating to Tuscaloosa County, proposing an amendment to the Constitution of Alabama of 1901, to require the polling places in Tuscaloosa County to be open for voting on all election days between the hours of 7:00 A.M. and 7:00 P.M. and to provide for additional compensation for poll workers working extended hours. (Proposed by Act No. 2001-416)

Relating to Tuscaloosa County, proposing an amendment to the Constitution of Alabama of 1901, to establish the Tuscaloosa County Judicial Commission and provide for the filling of vacancies in the office of judge of the circuit court and judge of the district court. (Proposed by Act No. 2001-418)

Relating to Wilcox County, proposing an amendment to the Constitution of Alabama of 1901, to phase out the supernumerary system for certain elected public officials and allow them to participate in the Employees' Retirement System. (Proposed by Acts No. 2002-187 and 2002-274 )
